Google Adsense revenues drop month by month

Total clicks of the Google adsense program increases, but the revenues continue to drop month by month. Lots of Google adsense publishers experiencing the same problem. It seems that Google is paying less and less per click from my research, in fact, much less, so are advertisers also paying less?. 

The payment you receive per click depends on how much advertisers are paying per click to advertise using Google’s Adwords service. The minimum payout is $100, which is regarded as too high by sites which don’t receive much traffic. Now require more clicks for reaching $100 per month. 

What is the opinion of those using Adsense and Adwords are the costs dropping while the payouts drop?
